He has higher education, graduated from Kiev Motor-road Institute.

He began his labor activity as a teacher of the special courses at Zhitomir road-transport technical school. Has been working on leading positions in build organizations.

He has a wide experience in building and administrative work. Since 1989 he works for government. More than 5 years he worked as a deputy and first vice-chairman of Brovary district’s deputies council executive committee and head of district administration. About 5 years he worked at Administration of the President of Ukraine, being a main consultant, inspector, deputy manager, department manager. More then 2 years he coordinated work of the build complex and communal economy in Sevastopol, working as a deputy of head of the city administration. Next three years he was a vice-chairman at “Gosstroy” of Ukraine.

He took an active part in building of the gas-compression stations for the pipelines of Urengoy – Surgut - Chelyabinsk, Urengoy – Pomary - Uzhgorod, and road building near Kiev.

He was rewarded with the state awards.
