He has higher education, graduated from Ulyanovsk High military school of communication with a major: engineer of communication, passed training course on the special program «HABITAT» of UN – manager for regional management;

Passed a training course at the Institute of the raising the level of skill of leading personnel of Ukrainian Academy of state administration under President of Ukraine. He has the 5th rank of the civil servant.

He served at Military powers of the USSR and Ukraine. He has a military rank of colonel. In the period from March 1999 till March 2007 was the chief of Brovary district state administration of Kyiv region. For this period of work on managing of the district it was succeeded to show out it by the complex indexes to the number of the best districts of region and Ukraine. Index 3110 dollars of investments per capita is the best among the districts of Ukraine. Investors from 23 countries of the world worked in Brovary region.

Durable business and confiding relationships with the representatives of embassies and trade and economic missions of many countries, and also with the leaders of the largest home and foreign companies and enterprises (such as Coca-cola, Fronius and Brovary plant of concrete structure and others) were set at former work and proceed already at work in position of CEO of Institute of Investment Strategy of Regional Development. The process of active collaboration organized with regional authority, modern technologies of investment strategy of regional development are actively inculcated.

For high indexes in professional activity he was rewarded with an order «For the merits» of the III-rd degree. For merits before the Ukrainian Orthodox Church he was rewarded with the Nestor-chronicle’s order of the II-nd degree. For the personal contribution to the decision of tasks of warning and liquidation of extraordinary situations, social protecting of victims of the Chernobyl catastrophe he was rewarded with the Honorary sign of Ministry of emergency measures of Ukraine.

He is the laureate of international prizes for the personal contribution in economical and cultural development and international friendship.
