He has higher education. He graduated from Kiev polytechnic institute. He worked on leading positions of Vasyl'kov factory of refrigerators, as a vice-chairman of the Vasyl'kov executive committee of Кyiv region, as a mayor of Vasyl'kov. For a long time he headed the Main administration of economy of Kyiv regional state administration.

He has experience in management sphere. He passed internship in Sweden on a theme the «Legal experiment of development of local self-government in Kyiv region» (1999).

At his direct participation in 1999 the exposition of achievements of Кyiv region has been prepared, which by results of exhibition «Ukraine - step in ХХІ century» got Diploma of Cabinet of Ministers of Ukraine. In February, 2004 the International investment forum of Kyiv region was prepared and conducted, which was instrumental in increase of investment activity in the region. The programs of enterprise’s development support are worked out, that was instrumental in the substantial increase of role of small-scale and middle-scale business in the economy growing.

He was rewarded with the order «For the merits» of III-rd degree, with other state government awards.
